Position: Monitoring and Evaluation Expert

About the Role
The Intergovernmental Authority on Development (IGAD) is recruiting a qualified and experienced Monitoring and Evaluation Expert to join the IGAD Climate Prediction and Applications Centre (ICPAC). This role is crucial in supporting IGAD’s mission to strengthen resilience and anticipatory action in response to climate-related hazards throughout the region.
Key Responsibilities
- Design and implement robust monitoring and evaluation frameworks
- Lead performance-based reporting and analysis for ongoing programs
- Support project teams in developing and tracking KPIs and results-based learning
- Ensure effective donor reporting and program accountability
- Promote adaptive learning and improvement through structured evaluations
- Work collaboratively across departments and external stakeholders to improve program outcomes
Qualifications and Requirements
Academic Qualifications:
- Master’s degree in Monitoring and Evaluation, Project Management, or a related field
- Professional certifications in M&E or Project Cycle Management are an added advantage
Professional Experience:
- Minimum of 5 years of relevant experience in M&E, preferably in the IGAD region or Africa
- Proven track record in results-based project reporting and donor engagement
- Hands-on experience with monitoring tools, evaluation methodologies, and performance frameworks
- Strong technical skills in project planning, M&E, and learning systems
- Familiarity with the challenges and dynamics of regional development programs
Key Competencies and Skills
- Excellent communication, analytical, and presentation skills
- High level of initiative and ability to work independently
- Strong interpersonal skills and proven team collaboration experience
- Creative thinking and problem-solving mindset
- Ability to perform under pressure and manage stress
- Fluency in English is required; French is an added advantage
Remuneration
Salary: Negotiable in line with IGAD’s salary scale and based on qualifications and experience.
